Septic tank installation is the excavation, siting and connection of an underground tank that settles the wastewater from a property with no mains sewer, then discharges the liquid to ground through a drainage field.

A septic tank settles solids and lets the liquid soak away to ground, so it must never discharge directly to a surface water such as a stream, ditch or river. A sewage treatment plant treats the effluent biologically to a higher standard, which is why it may discharge to a surface water where a septic tank may not. That single difference decides which system your property is allowed to have.

Off mains drainage is ordinary across west Cornwall. Farmsteads, hamlets and single houses out on the Penwith and Lizard peninsulas are on their own system, and every new build, replacement and upgrade has to satisfy the same rules.

An off mains system is a regulated discharge before it is a piece of drainage. According to the Environment Agency's general binding rules for small sewage discharges in England, a septic tank must discharge to ground through a drainage field and never to a surface water such as a stream, ditch or river. Since 1 January 2020, any septic tank still discharging to a surface water had to be replaced or upgraded, and it must be dealt with when the property is sold. Discharges above the thresholds in those rules need an environmental permit from the Environment Agency.

The rules govern where a system can go. The groundworks decide whether it works. Matt Richards owns and runs Cornwall Civils & Construction from Newlyn. He started in construction at 17 and has 23 years behind him, mason by trade, then working foreman, then site manager across groundworks and demolition, before founding the company, now going into its third year. Below ground drainage has been part of the work throughout.

Septic tank or treatment plant, which do I need?+
It depends on where the treated liquid can go. If your ground will take a properly sized drainage field, a septic tank discharging to ground is the simpler system. If the only outfall is a stream or ditch, you need a treatment plant, because only a plant treats to a standard that allows a surface water discharge.
What are the General Binding Rules?+
They are the Environment Agency's standard conditions for small sewage discharges in England. They require a septic tank to discharge to ground through a drainage field rather than to a surface water, set the minimum distances a discharge must keep from buildings, boundaries, watercourses and water supply points, and set the thresholds above which an environmental permit is needed instead.
How long does installation take?+
It is set by the ground rather than the calendar. The percolation result decides the length of the drainage field, the depth to rock decides how the excavation is worked, and a high water table or a wet spell changes the sequence. Statutory sign off sits in the programme too. We set dates once the ground has been tested.
Do you handle the discharge permit?+
Most domestic systems do not need one, because they sit under the General Binding Rules. A permit from the Environment Agency is needed where the discharge is above the volume thresholds in those rules, or where the site is sensitive. We establish which applies before the dig and build to the rules. The permit application itself is made in the property owner's name.
Can you replace an existing tank?+
Yes. Replacement and upgrade work is a large part of off mains drainage in Cornwall, particularly where an old tank still discharges to a ditch or stream. We assess what is there, test the ground, and set out whether the answer is a new tank with a drainage field or a treatment plant.
What groundwork is involved?+
More than most people expect. The excavation has to reach a level the tank can sit on, bedded and surrounded so the backfill does not distort it. The drainage field is a set of trenches cut to gradient with pipework laid on washed stone. Foul runs, chambers and levels connect the property, then the ground is reinstated.
